We propose introducing a requirement on basic, low cost measures with green finance funding to be in place for households by 2026.
A further round of more advanced measures should be introduced in 2029 if this initial regulation is successful.
This approach breaks the boom and bust cycle to energy efficiency, and would rapidly scale up growth in a sustainable way.
